Bulk unpackaged foods require labeling whenever there is a health claim about the product. When a manufacturer asserts that the food is healthy, that claim must be clearly communicated to customers so they can evaluate it and make informed choices. The label (or clearly visible display) backs up the claim and helps prevent misinformation. This requirement isn’t activated by a customer asking for labeling, and it isn’t universal for all bulk items or limited only to imported goods.
